Metal scaffolding is erected over a sidewalk as a pedestrian walks in shadow beneath it

The scaffolding has been up around this building for so long it’s a permanent part of the sidewalk now. I never see any work being done on the outside of the building, I wonder if the owners have run out of money or something. I feel bad for the fantastic wine bar that’s being forced to live in the darkness all this time.
